It depends on how you define "Put together". Even now, at the end of all his work, the languages are far from complete. I also beg to disagree, Quenya and Sindar where fairly developed by the publication of the Hobbit, as the languages had been experimented with by Tolkien for some years prior. (As can be seen in his notes and early manuscripts.)

However, Tolkien was continually editing and refining his world. A very obvious and easy case is in the transition from "Goblins" in the Hobbit, to "Orcs" in the LOTR series. They represent the same creatures, but the name shift is due to his continued work upon the series. Yet more of this kind of work can be seen in the Silmarillion and his other unfinished works.

On the whole though, you are correct in that there can be inconsistencies. Yet the language thing still applies, because the dictionaries put forth by people these days are largely based upon conjecture on the direction Tolkien was taking the languages at the time of his death. (Tolkien never made such a dictionary himself, so people piece stuff together.)

I am rambling again... about things which only a special type of LOTR lover cares about.

i just Love languages, and the histories of languages, and of Middle earth. heck, i am even creating my own language, so i am interested in all you have to say about it, but this probably isn't the place to do it, i did get my dictionary from the "Arwen Undamial" (Probably spelled something wrong) website, and it is fairly creditable. i have also started to learn the Uruk language, but it is getting a little off topic.

i won't give you credit for Sauron, or morgoth, Sauron is a balrog of Morgoth. but the necromancer i will give you credit for. there are still some names that have to be guessed.

The Eye (Same, may not be creditable.)
Lieutenant of Morgoth. (A title technically, but I'll throw it in. Sauron has a lot of titles.)
